What happens when an autocratic tyrant confiscates individual property or cannibalizes businesses? 

No personal wealth is safe.

Why would an autocrat do such a thing?

Because he can.  

And because exploitation of people, land and resources is not sustainable.  

Sooner or later all becomes a wasteland.
