In the dichotomy of a conundrum, which is which is which?

What to prioritize when under imminent threats of clear and present danger?

Do you focus on stopping the threat or that which makes the threat possible?  

Focus on reactive responses to threats -constantly putting out the forest fires or proactive responses to threats - not setting forest fires to begin with.  

If the answer is both, which do you prioritize first?  

Stopping that which makes the use of weapons of mass destruction possible in hate, so that tragedies and threats do not appear or stopping the imminent threats, because seeds of hate in Satan and abuse of power in Caesar have already taken root?  

Do you forgo lights to try to maintain positive connections or forgo connections for lights?  

Without lights remain in darkness: no prosperity and descend into decay and depression.

Without (positive/holy) connections cannot turn on lights: no peace and love and descend into depravity and damnation.  

Without humanity, no need to worry about lights or connections.
