The deliberate spreading of parasites or contagions are terrorism related crimes must be reported and thoroughly investigated as such.  

Perpetrators of terrorism must be held to account for each count of terrorism related crimes.

In addition, any color of law violations (Section 242 of Title 18 and accomplice liability) into abuse of power must also be thoroughly investigated and held into account for each count.

Those not reporting the crimes of abuse and terrorism must also be disciplined and investigated for possible collusion or complicit conduct with perpetrators, terrorists and traitors.
