If you do not report then you are guilty of being complicit to these sins and crimes of rape and sexual assaults, of not preventing these heinous crimes against the victim from occurring and happening again (by taking the perp off the streets), of malfeasance and other liabilities that arise; multiple types of crimianl felonies, abuses and multiple counts that are in continuous patterns of unlawful and sinful behaviors (18 U.S.C. 2, 18 U.S.C. 4, 18 U.S.C. 371, 18 U.S.C. 242, 18 U.S.C. 241, 5 C.F.R 2638.801 (d), 5 C.F.R...).
